""Whirlwind" The Wind Rises ~Blazing Determination~"
The duke cut off people's food supply in search for the identity of Red Whirlwind which causes the people to be angry and complain to the guards. Some of the people were put in cages and burned. Seeing the disaster, Juliet is devastated and confused about whether or not she should give herself in. Right at the time, the doctor tells Juliet that he would pretend to be the Red Whirlwind and goes to the crowd giving himself in. Seeing this happen, Juliet falls to the ground, hurt.

Everytime Romeo and Juliet have a happy moment, there's always something bad that happens right after they're together. The doctor was really brave to pretend to be the Red Whirlwind in order to save the town AND Juliet. really brave if you ask me.
